Executive Summary

This updated report builds on Takshashila Institution’s 2024 publication, Strategies for Reaching a US$ 300 billion Indian Bioeconomy by 2030,1 and proposes a new set of measures to move to the next phase of bioeconomy growth.

India’s bioeconomy has grown by 18 per cent from US$ 165.7 billion in 2024 to US$195.3 billion in 2026, raising its GDP contribution from 4.25 per cent to roughly 4.8 per cent. The sector remains on track to meet its US$300 billion target by 2030. In line with technology advancements, this report assesses the current Indian Bioeconomy landscape, including new frontiers such as Bio-AI, Bio-Quantum, and space biomanufacturing.

The report’s main recommendation is to elevate the Department of Biotechnology into an independent Ministry, with its own cabinet minister, absorbing regulatory functions now scattered across various institutions including FSSAI, GEAC, CDSCO, and RCGM.

Additional recommendations are organised around three pillars. The first, developing markets, calls for bio-based public procurement standards and bilateral purchase agreements with partners to create guaranteed demand for Indian bio-products. The second, designing a feedstock strategy, proposes a national agricultural biomass atlas, a marine and algal feedstock mission along India’s coastline, and investment in synthetic biology. The third, decentralising the bioeconomy, recommends that every state with a bioeconomy above US$5 billion adopt its own biotech policy and BioE3 Implementation Cell by 2028, supported by Union–state match grants, Tier II/III infrastructure incentives, and accredited vocational training in bio-manufacturing.

Overall, the report argues that India’s bioeconomy is ahead of pace on its numerical targets, but that the next phase of growth depends on institutional consolidation, demand-side market creation, feedstock security, and pushing implementation capacity down to the states.
