China’s New-Type Energy System Draws Lessons from the West Asia War

China’s latest plan for building a ‘new-type energy system’ aims for greater resilience and security through non-fossil sources and grid infrastructure modernisation, while Coal and other fossil fuels serve as a safety net. The 15th Five-Year Plan for Building a New-Type Energy System, issued by China’s National Development and Reform Commission (NDRC) and National Energy Administration (NEA) in June 2026, sets the guidelines for implementing this new-type energy system by 2030, coinciding with the timelines for peaking carbon emissions and coal consumption.

As China has mastered adding renewable energy generation capacity, it is now moving on to system integration, which reduces curtailment and mandates end-use sectors to consume more energy generated from non-fossil sources. With dominance in clean-tech supply chains, this plan will significantly contribute to China’s energy security. As per the plan, by 2030, non-fossil energy sources will account for 25% of the total energy consumption. Mainly, the targets for wind and solar power to exceed 50% of the total installed capacity aim to make them reliable sources for ‘Chinese-style modernisation’. For power generation, non-fossil sources are expected to account for 50%, becoming the main source of electricity. To reduce curtailment rates, the plan also sets targets for renewable energy utilisation based on regions’ different capabilities and constraints. For the first tier of regions, the utilisation rate of new energy should generally be no less than 95%. For the second tier and third tier of regions, the utilisation rate of new energy should generally be no less than 90% and 85% respectively. To promote the development of new energy consumption projects located nearby, the electricity supplied to these projects will not be counted as curtailment.

These targets are set to contribute to the six key tasks outlined in the plan:

“…constructing an advanced and adaptable new-type energy infrastructure system; establishing a secure and resilient energy security system; building a green and low-carbon energy consumption system; fostering a self-reliant and self-strengthening energy science and technology innovation system; refining a collaborative and efficient modern energy governance system; and constructing a multi-dimensional and diverse international energy cooperation system.”

Additionally, the plan sets targets for innovative technologies like those related to vehicle-to-grid, green hydrogen production, pumped-hydro storage, virtual power plants and charging infrastructure.

On the transmission infrastructure side, the focus will be on constructing cross-provincial and cross-regional transmission corridors to connect the production bases to the consumption bases. Investment in the grid is set to increase by over 30 per cent from the period of the 14th FYP. The expected increase in investments showcases the priorities for the upcoming five years. The first category of investments is primarily focused on strengthening energy security through investments in coal, oil, and gas. However, the plan mentions an increase of only 10 per cent compared to the previous five years. Meanwhile, investments to promote green and low-carbon transformation will increase by 60 per cent.

However, trends in new additions to power generation capacity seem to be contradicting this plan. During the first six months of 2026, newly commissioned coal-fired power plants surged to a ten-year high for any half-year period. About 30GW of new coal power was added, with 25.4 GW of it under construction.

The resilience shown by China’s energy system during the ongoing West Asia war and the energy supply shock has resulted from diversification of its energy consumption mix, not simply from adding more renewable generation capacity. Rapid electrification and a diversified energy consumption mix have enabled China to stay more resilient. Coal continues to anchor China’s energy security, accounting for 51.6 per cent of total energy consumption, with most of it produced domestically. Simultaneously, clean energy sources including natural gas, hydropower, nuclear, wind, and solar contribute over 30 per cent of the mix owing to a state-driven transition. The 15th Five-Year Plan for building a new-type energy system builds on this foundation by increasing the share of non-fossil sources in the energy consumption mix and building the infrastructure needed to increase the reliability of renewables, yet retaining the role of coal, oil and gas as a safety net.
