Public Policy Workshop at the National Academy of Customs, Indirect Taxes and Narcotics (NACIN), Palasamudram

The Takshashila Institution conducted a three-day public policy workshop for 80+ trainees of the Indian Revenue Services (Customs and Indirect Taxes) at the National Academy of Customs, Indirect Taxes and Narcotics (NACIN), Palasamudram, from September 7–9, 2026.

The workshop gave participants a hands-on introduction to policy formulation through a simulation exercise based on the Bardach’s Eightfold Path framework.

Participants picked from policy challenges relevant to the Revenue Services that included reducing GST litigation, addressing input tax credit frauds and improving customs processes and worked through the process of defining problems, evaluating alternatives, and developing policy recommendations.

The simulation was complemented by sessions on government intervention, the different goals and actions of government, stakeholder management and public policy analysis giving participants a broader set of frameworks for approaching public policy problems.
