Takshashila Hosts Policy Simulation Exercise for the GCPP Cohort of September 2024

The Takshashila Institution organised a three-day Policy Simulation Exercise as part of the Graduate Certificate in Public Policy (GCPP) programme at Discovery Village Nandi, from November 29nd to 1st December 2024.

Set against the tranquil backdrop of a serene resort near Nandi Hills, over 70 aspiring changemakers from across India came together to explore the intricacies of policymaking. Their challenge? To devise strategies for attracting Chinese investments to India in a complex geopolitical context.

The workshop began with an insightful session on Complexity Science and an “Issues Mapping” exercise to explore the policymaking ecosystem. Participants then immersed themselves in “Noisy Democracy,” a dynamic simulation game that involved stakeholder mapping, interest group negotiations, and strategic back-and-forth—a perfect mix of chaos and fun.

Over the next two days, teams used Bardach’s Eightfold Path framework to refine their proposed policy solutions. The event culminated in compelling presentations where participants showcased innovative strategies to tackle a real-world policy challenge.
