This document analyses the provisions of the Zero draft of the WHO CA+ for the consideration of the Intergovernmental Negotiating Body at its fourth meeting scheduled to be held between 27 February - 3 March 2023.
The Zero draft of the WHO CA+ for the consideration of the Intergovernmental Negotiating Body at its fourth meeting is reproduced in full in Section A of this document along with annotations highlighting the various issues with these provisions using side-notes. The objective here is to set context for the reader of the treaty. Side-note format has been used to comment on the specific proposals and claims in the treaty text, which have been made bold and coloured in dark maroon colour.
