Open radio access network (RAN) technology has featured in key bilateral and multilateral partnerships in the past year. It has been mentioned in the critical technology partnership between the United States and India. Additionally, it has featured in a joint statement between the United Kingdom, Australia, Canada, and the US regarding telecommunications supplier diversity. Open RAN was discussed in the Quad leaders’ summit. It’s very unusual for an esoteric telecom industry term to be referenced in statements of national leaders, and it’s a sign of the increasing linkage between technology and national power. The deployment of population-scale digital public infrastructure (DPI) is gaining traction worldwide and is acknowledged as a necessary and cost-effective intervention to fast-track sustainable development. The G20 also endorsed the ‘Framework for Systems of Digital Public Infrastructure’, a voluntary plan for the development, deployment, and governance of DPI. India has developed state-of-the-art DPI for various purposes, and Australia is the biggest development partner for Pacific Island countries. Biomanufacturing, which uses microorganisms and cell cultures to produce molecules and materials on a large scale, is rapidly rising in importance for Indo-Pacific nations. The world's response to COVID-19 depended on the rapid production of new vaccines through biomanufacturing. Countries with preexisting manufacturing capabilities became the gatekeepers of vaccine supply. Scaling up biomanufacturing in India will be fraught with challenges, however, but these can be overcome with external support. The Quad group in particular is ideally placed to collaborate and boost India's efforts.

The US Must Provide Concrete Benefits to IPEF Signatories

While the scope is broad enough to provide an inclusive platform, the ambiguity, vagueness, and the lack of specific agreements can render it toothless.
What the Quad must do to build a resilient semiconductor chain

Japan is hosting the Quad Leaders’ Summit meeting today. One agenda item will be to announce a concrete action plan under the Semiconductor Supply Chain Initiative, launched by the leaders of the four countries in their last meeting in September 2021. The goal of the initiative is to strengthen the global semiconductor supply chain’s productive capacity and resilience.
Through this initiative, the Quad officially recognises that the semiconductor supply chain has geo-security consequences. The Semiconductor Industry Association – an industry body in the US – estimates that a typical semiconductor production process spans 4+ countries, 3+ trips around the globe, 25,000 miles and 12 days of travel. Given the hyper-global nature of this supply chain, no one country can become fully self-sufficient. For building a reliable, secure semiconductor supply chain, plurilateral partnerships are a necessity and not a choice.
A Road Map for Quad’s Emerging Technology Working Group

The second in-person summit of Quad is all set to be held in Japan on May 24. The leaders of the four countries are expected to announce future partnerships and projects across various sectors. As many as 12 working groups have been created thus far as part of the Quad grouping. It is evident that China has now reached the stage of expanding its technological sphere of influence in the region. The private sector, coupled with continuous state support, has managed to gain a foothold in some key technology areas that have served Beijing’s diplomatic ambitions well.

An earlier paper on ‘Siliconpolitik: The Case for a Quad Semiconductor Partnership’ made a detailed case for a Quad partnership on semiconductors. It argued that the Quad’s technology cooperation agenda should focus on semiconductors due to their ‘metacriticality’. Semiconductors gave become a domain of confrontation between the US and China. And then, the demand shock of COVID-19 led to a severe shortage of chips in automobiles, medical devices, and other sectors. And finally, fears of a Chinese takeover of Taiwan—which alone accounts for nearly 73 per cent of the world’s global contract chip manufacturing—have made countries scramble for alternatives. And so, from being at the margins of the technology policy agenda of several countries, semiconductors have become a primary focus area. Little wonder then that the first in-person Quad Summit meeting on September 24 had semiconductors on its agenda.
As Quad focuses on Tech, the Debate on Standard Setting

Technology will be at the forefront of the first in-person Quad summit in the United States (US). The control of critical technologies and their supply chains remain essential for all States to project their geopolitical influence. However, having a grip on the governance mechanism of these critical technologies in the form of technical standards can be a gamechanger in the geostrategic field.A technical standard serves as a means for governance in the realm of a wide range of technologies. With several emerging fields such as Artificial Intelligence (AI), blockchain, and 5G, there is a need to establish a common direction of functioning for all States and private companies undertaking research and development in the field of technology. While this remains the idea behind the setting up of technical standards, recent developments have broadened the scope of the necessity of these standards.
The Next Step for Quad: A Dialogue on High Tech

T-12, Tech-10, Democracy-10 are some proposed multilateral mechanisms to enable international cooperation in technology governance.Cooperation, however, won’t be easy because there is significant dissonance even amongst democracies on issues such as competition in the digital economy, privacy, and data governance. The European Union (EU) prefers a regulation-heavy approach centred on protecting users’ data; the United States (US) prefers a less-restrictive approach allowing technology companies to gain scale; and India is considering data localisation measures. Such divergent outlooks run the risk of derailing collaboration.
