In the light of recent Sino-Indian tensions, a question mark hangs over the prospects of “civilisational ties”. India’s emphasis on history as basis of foreign policy has proved ineffective, as China’s “civilisational” values seem to be hegemonic and tyrannical. Similarly, a focus on civilisation can alienate smaller neighbors like Nepal, Bangladesh etc who might see this emphasis on history as a threat to their sovereignty. A session with Aparna Pande on this matter would be great.
