India can be a partner to governments and organisations seeking to promote human rights in the Indo-Pacific region. Unlike most other powers in this region, the Indian republic has the values, instruments and capacity for the task. In the past, New Delhi has acted forcefully to prevent genocide and atrocities against civilians. It has also overlooked glaring human rights abuses in its neighbourhood. In a brief attempt to understand why, and to estimate what positions India might take in the future, this essay explores the motivations, instruments, driving forces and constraints towards human rights promotion across its shores.
